WINS service will not start

I am unable to get my WINS service on my 2000 server to
start. I tried deleting all the files in the WINS
directory, removing and reinstalling the WINS service, and
reapplying SP4.

The errors in the event log are as follows:

Event Type: Error
Event Source: Wins
Event Category: None
Event ID: 4193
Date: 4/1/2004

Description:
WINS could not create the notification socket. Make sure
the TCP/IP driver is installed and running properly.

The Windows Internet Name Service (WINS) service
terminated with the following error:

Check the services file in system32\drivers\etc

Make sure the follow records exist

Marc, Great job! You pointed me in the right direction. I
went to the services file and noticed it was EMPTY..I
restored it from a 10 day old backup. And it worked.
Another q, do you know what would cause this file to
become empty??
