WINS Servers Matching DBase Trouble

I have a main WINS server and a backup WINS server on my W2K Server AD
Network. How do I get both databases to be the exact same on both servers?
Right now I have it setup as Push/Pull for each server replication partner,
but my backup WINS server only has a few registrations in it's owner list,
where the main WINS server has alot more.

I thought if I had a backup WINS server, the dbases would replicate to be
the same on both boxes, in case one went down.

Any help - education, would be greatly appreciated.

What you see is what I see on my network - and what should be. The primary
WINS server should "own" all records (in theory, but in practice some are
owned by the backup server for various reasons) and the backup server should
list them but show them as being owned by the primary server. As long as
the lists are identical the ownership of the record does not matter.

One other question - on a single subnet (192.168.1.x) do I need to create
Push/Pull replication partners between my Primary WINS server and my backup
WINS server?

Yes, you probably should so that if the need arises to promote the backup
server to primary status it will already be populated with the current data.
