After setup WINS, what is the command to issue to ensure that it is register
its NetBIOS name in the WINS database immediately?

You can use NBTSTAT -RR for renew wins registrations; check the following KB below:
Renewing Wins Client Registrations with NBTSTAT -RR WGID:191
ID: 188598
