WINS for 2003 error

I installed WINS on Windows 2003 server and got this error
when adding this same server in WINS:

"Cannot: find the WINS Server

The WINS server you specified cannot be located. The WINS
server might be down, ther might be a network problem, or
the WINS service might not be installed."

In reality the WINS server is up, no network problem and
WINS in installed. Also, the remote registry service is
started and File and Print is enabled.

What else could be wrong?

File and Print Sharing may be enabled but not working correctly. An
nbtstat -n command should show the SERVERNAME <00> and SERVERNAME<20>
records. If not, you may need to reinstall File and Print Sharing. Also,
if the IPC$ administrative share is not working, you cannot administer the
WINS Server. A "net share" command should show the IPC$ share. If it is
missing, this is usually caused by third-party software, often a MIRC
trojan or Firedamon. Thirdly, a third party network provide, such as
Novell may be bound first.
