WINS Error

I am getting Event Id 4314 when I try to start WINS server.

WINS performance MOnitor Counters could not get the WINS statistics.

Could somebody tell me what it is and how to fix it?

The WINS-service might be set to disabled. Enable it and set it to
automatic.
