Can XP open .rar files without the third party program WinRAR? Can I
disable it from loading when Windows starts using the 'autoruns.exe'
program?

It doesn't have to be WinRAR, but yes, you need a third-party program.
No version of Windows can open a RAR file by itself.

Can you disable *what* from loading? No program that you install must
start automatically when you boot. Whether it does is up to you.

I would add, that autoruns.exe does not launch any programs. Or at
least it never does on my PC.
