Extract rarreg.key in to C:\Program Files\Winrar or whichever folder you
have installed Winrar in. Restart Winrar and it should now pick this up
automatically.

Rarkey.rar just contains rarkey.reg, a *plain text file* which should be
extracted to the directory you have installed Winrar 3.51 in. Winrar
3.51 can be downloaded from Rarlabs.com.
