WinProducer Application Startup Error

I cannot start an application called WinProducer. I get the following
error.
"WinProducer Application has encountered a problem and needs to
close. We are sorry for the inconvenience."

with this additional information

AppName: winproducer.exe AppVer: 3.0.1.111 ModName: kernel32.dll
ModVer: 5.1.2600.1106 Offset: 00013887

This application worked several months ago and I cannot trace back
what system changes I made that caused this error to start. I have
uninstalled, cleaned the registry and then reinstalled with no affect.

Strangely the SoundMax icon also changes to a warning icon during the
failed attempt to load the application.

I am out of ideas and looking for help.
