Winndows XP HD Formatting

Hello....... I'd like to know if there is any way to format a drive under Windows XP in a format OTHER than NTFS....?? I'd prefer to use FAT 32. Right now, I am forced to have the system boot from the CD-ROM instead of the floppy (as I'm accustomed too) and format the drive and install the OS. I'd also like to know is there a way to "change" the "look"of Windows XP to be like Windows '98, ME, etc...?? Any help would be appreciated. You can e-mail to: (e-mail address removed)
