I recently purchased a new computer. I was able to set up the new computer
to access the cable internet and the client computer via ICS wizard. But
when I try to view the workgroup computers the host computer says "MSHOME is
not accessible. you might not have permission to use this network resource".
I made sure that both computers are on the MSHOME workgroup. So I was trying
to do some initial troubleshooting by using winipcfg but the computer says
the file is not available? Can anyone send me in the right direction?

If you have XP, use "ipconfig /all" in a command window rather than
winipcfg.

From a command prompt try: ipconfig /?
 
EIther run IPCONFIG /ALL from the command prompt

or

open the network connections folder, right click properties on the network
connection and click on "support"

XP doesn't include Winipcfg, but you can download a version that works
on XP from here:

You can also see TCP/IP information in these ways:

1. Use Ipconfig at the command prompt.

2. Right click a network connection and click Status | Support |

These tips should help you get your network working:

1. Permanently disable XP's built-in Internet Connection Firewall on
local area network connections -- it's for use only on a direct modem
connection to the Internet. Disable and un-install all other
firewalls while troubleshooting. Details here:

2. Use only one protocol for File and Printer Sharing. If the network
needs more than one protocol, unbind File and Printer Sharing from all
but one of them. Details here:

3. Make sure that NetBIOS over TCP/IP is enabled on all computers.
