Winipcfg.exe is not part of Windows XP.

Somehow the 21st Century Windows XP operating system end up with a
dinosaur of a 1980s style command line utility for these functions.

Open a command prompt window (start - all programs - accessories -
command prompt) and run ipconfig from there. Use

IPCONFIG /?

to see the various command line parameters and options.

Another alternative, but without all of the options found in winipcfg,
is to open control panel - network connections, right-click on the
icon for your network connection, and select status. The repair
option basically does the same as a release and renew would under
winipcfg.

Good luck
