WINHTTP.DLL - PLEASE PLEASE HELP

I am not particularly computer literate and I have a very
tricky problem. I will try to keep it short and logical.

1. A friend's boyfriend "de-fragged" my computer. I was
not present, so I do not know what else he might have
done.

2. After this I could not connect to internet. "Could not
find server"

3. Contacted ISP, they talked my through a couple of
places to try and fix it, but in the end, the computer
came up with a message something like "could not find
telephony device"

4. ISP fellow said this was bad, try re-loading windows.
This was a hassle, but I gave it a go. I tried just
upgrading it and completely re-installing it, but each
time it stopped with the message "cannot copy file
winhttp.dll"

5. Contacted company computer purchased from, they said
it might be the modem, remove it and try re-installing
windows then. I managed to remove the modem, but windows
STILL stops at "cannot copy file winhttp.dll".

6. HELP HELP HELP HELP HELP HELP HELP HELP PLEASE PLEASE
 
If this disk was supplied with your computer, it's an OEM issue and you need
to try to resolve this with them even though the advice they've already
given didn't work.

I can't find anything on this error at least as it applies to a reinstall or
clean install of XP. Perhaps the disk is damaged as it always stops at the
same point or perhaps it's some issue related to your setup. You can try
removing all internal devices except the graphics card and all external
devices except the mouse, keyboard and monitor and see if it will install.
If that doesn't resolve it, you need to contact your computer manufacturer's
tech support or the place from where you purchased it for more information
assuming they've offered any warranty coverage of their own.
