Hello, and thanks for the response. I have a question
regarding WinDriver though... - why doesn't Microsoft have
WinDriver v5.05b available on their site? Why does one
have to trust a 3rd party person for the updated version?
The system currently has SP4 installed on it, but I think
the root to the cause has been an application that has
become corrupted. I am sure you are looking at the same
site (seems to be the only one that knows of this issue),
but again, why is that? This is purely aimed at MS.

Well, it likely came from someone not MS. I thought the Google hits
were helpfull. Such as:

"Versions 5.05 and earlier of WinDriver do not support Windows 2000
Service Pack 3. Installing the windrvr.sys driver from these versions
on a Windows 2000 Service Pack 3 machine, or upgrading to Service
Pack 3 on a machine that has the windrvr.sys driver installed, may
result in a system crash, and you may need to reboot the PC in DOS
mode and rename windrvr.sys to be able to boot Windows successfully.

WinDriver 5.05b solved this problem, and it is highly recommended to
use this version or later if you have a previous WinDriver version
installed. WinDriver v5.05b was released shortly after Windows 2000
Service Pack 3. "

The simple answer is that Windriver is not owned, written or maintained
by Microsoft. The owner has to certify it and provide it to Microsoft
before it would be available on the MS site. Until then you have to go
to the folks that it belongs to, ie. the 3rd party site because thats
where it comes from. I hope this answers your question.
