WindowsXP shutdown / return open folders/files upon restart

Win XP with Service pack 2 and all available updates.

I can not utilize Hibernate as it causes my internet wireless connection
to fail upon return from hibernation.

I wish to force Windows to keep any opened folders/files that are on
my desktop when I Shutdown Windows using the Start/ shutdown button.

Is this a possibility? If so how do I accomplish it?

For open files, save and close those windows. There is no substitute for
how Hibernate handles open files using Windows tools/settings. Perhaps
using "Recent Documents" to quickly reopen files will suffice instead.

For open folders: Folder Options> View, check box next to "restore previous
folder windows at logon."
