Windows7/Outlook 2007 and Hyperlink issues

Windows 7 ultimate Office 2007

Outlook 2007
when I click on a hyper link inside a message I received, or send a message,
I get the following error:
This operation has been cancled due to restrictions in effect on this
computer.

No firefox. This is becoming a nuance at this point,
