I am using pc with windows xp operating system. when I want to close
some pronlematic window that is not closing normally. So, I press ctrl
+alt+decelte button
then one message is showing (windows task manager is restricted by
administrator)

Please advise me on the problem

Isn't It funny that the USA Is losing tech jobs overseas but yet these
overseas people post thier tech questions here and make absolutely zero
sense when they talk.

Looks as if you're on a restricted account - you need to be logged on as
Administrator.

Get a copy of Enditall.
Preferably version 2 or later (if there is a "later").

The only one I've ever seen you speak In this newsgroup Is stuck up and
stupid. Yanklish? What the **** Is that? Oh, let me guess... you are
Britain and say that Americans speak english wrong.... that would be an
incorrect assumption.
I've got no problem with people asking for help, but if you can't do It in
a clear and concise manner, perhaps they should look for a tech board in
thier country.
