Today I ran temporarily disabled System Resstore whole I
ran the SobigF removal tool. It turned out that I didn't
have the virus. After I re-enabled System restore the
system would not bood, giving the error message "delayed
file write failed" and I was unable to log onto the
network as another message said that my personal setting
files had been destroyed. I have been on the phone with
Dell for 5 hours and the tech seems not to be able to help
me. Is there anyone out there who could help me with this.

Thanks,
Liz

Is that the EXACT error message?
If not, please reply with the full exact error message.
Here is an article that may address your issue:

When You Manage Files in Windows XP

Did the Dell tech have you boot from the Dell XP CD
and go into Recovery Console and run "chkdsk /p" twice?
