Windows XP won't retain external modem configuration

Hi,
I've an external faxmodem, connected via COM1 to an Windows XP.
If I turn on the modem before booting XP, XP recognizes the modem and it
works OK.
However, if I boot XP with the modem turned off, and turn it on afterwards,
XP doesn't recognize the same modem that has been working before (it does
not appear in the device manager, and I've to reinstall it using the
hardware wizard).
Is there a way to retain my modem configuration even if booting with the
modem off?

leave the modem on, xp when booting has the drivers for it and looks for the
modem.
after booting it quits looking, to put it simply. If it was an internal
modem it would have power to it at all times when the machine is on.

Having an external modem is a great idea especially because one can turn
it
off. The above mentioned behavior is common to serial modems. Just buy
a serial to USB adaptor. Be sure to uninstall the serial modem first.
I usually
disable both com ports and the serial ports in the BIOS because I no
longer
use these legacy ports.

This seems to be normal. You do not have to re-run the hardware wizard. Just
"Refresh" the Device Manager will do.

I was originally told that XP (and NT 4/2000) will only allocate system
resources if the device "exist" during boot-up. If the device is turned on
after XP has been working, you need to "refresh" the system resources.
