Windows XP won't network

I have an AOpen motherboard with Athlon processor, Windows XP. I was trying
to set up a home network, and something happened. I can no longer connect to
the Internet nor to the other computer on the network. I have a dual boot
system, and when I am in WindowsME, I can connect just fine.

In XP, ipconfig comes up with addresses come up 169.254.x.x with the x
varying through different installations and trials. I reinstalled XP, and I
would come up with the proper 192.168.x.x addresses, but then it goes back
to the 169.254 address.

This happens with the onboard RealTek Ethernet port and with a RealTek PCI
Ethernet adapter. I replaced the PCI card with a Belkin, but I still get the
wrong connection and can't connect to the Internet.

I have a cable modem going through a four-port Belkin broadband router. I
have uninstalled everything, switched cables throughout, and the connections
that work with the other computer don not work with the AOpen computer.

My friend has a Aopen board with an athlon and it did the
same thing we ended up reinstalling the drivers and that
worked for a little while. Then we just replaced the NIC.

The 169.254.x.x address is an address Windows gives to
your NIC if it cannot find a DHCP server. Is your Belkin
Router acting as a DHCP server? If it is, try power
cycling it and see if that helps. Also try giving your
computer a static address of 192.168.x.x and see if you
can access the internet. It just sounds like your DHCP
server might not be working so well. The Belkin might be
confused trying to give out two different IP addresses
for the same MAC. The reason the other computer works is
that it already has an IP address lease and it probably
has not expired yet.
