windows XP will not shut down

have had this problem for a couple of weeks. when
selecting 'start', 'turn off computer' then 'turn off'
option, nothing happens whereas in the past this has shut
down and switched off the pc. we have to
manually 'switch off' which can activate a disk scan when
restarting which takes ages. Anyone have any ideas?

Did not get any joy from troubleshooting as it all seemed
to relate to start up. Do you have any other ideas?
