Do you type in all caps everywhere? That can cause things to seem sluggish.
Have you optimized the workstations - tweaked them? Have they been fully
patched and updated? Have they been checked for spyware/adware? What
Antivirus software are they running?
It is entirely possible, if you have a network connected to the Internet
without a firewall(and even if you have one), that you have every machine
infected with spy/ad/malware, viruses, trojans and worms. You might want to
clean one up and see if that helps.
Also, Windows XP has built in security feature where security is
non-existent in 98. Some things there could be misconfigured.. Like the
users aren't at least Power Users and some apps are not reporting the
issues, just timing out.
Although - I could be completely off on what part "seems slow" to you, as
you just said it in general. Can you be more specific about what "seems
slow"?
