AT times my task bar expands vertically to take two lines
instead of one. How can I get the bar back to one line?
I tried reducing the size with the cursor but it either
stays at 2 lines or disappears completely.

Try this:

Press CRTL and ESC simultaneously
Press ALT and Space Bar simultaneously
Press S
Now use down arrow key to resize.

Does your taskbar have another toolbar on it (such as Quick Launch)?

If you taskbar has one toolbar on top of another (i.e. Quick Launch bar on
top of the "running programs" toolbar), then the taskbar won't want to
resize to one row. To fix this, drag one toolbar in the taskbar (by dragging
the grip on the left side of the toolbar) such that it falls into the same
row as the other toolbar.

Once both toolbars are on the same row, you should be able to resize the
taskbar to one row.
