Windows XP starts up like new installation

I had been using Windows XP for about 1.5 years when on
7/3/03 I turned computer on and everything was changed.
The startup screen was entirely different. Every time I
turn off/on computer it acts like I am using Windows XP
and other programs for the first time. I have a pop3
account and download e-mail to Outlook Express. All
prior e-mail vanishes every time and I have to reload pop
account info. My favorites are gone from IE. The
installed printer is e-fax messenger. These are just
some of the things that happen every startup. It has
been suggested that I am entering a different user
account but I use the same password and there is only one
user account. I am a novice and have no idea of what to
do or who/how to ask for help. Thanks for any advice.

Try System Restore yet?
