my start button and taskbar disappeared (desktop icons are still ok) after

Press the Windows key (or Ctrl+Esc) on your keyboard.

Does the Start button etc. appear okay?

Try adjusting the vertical size setting on your monitor. The new
video card may be generating a larger image, resulting in the bottom
of the image being outside the visible area.

Good luck

What happens when you press the Windows key or Ctrl+Esc? Does the
menu appear?

Try moving the mouse cursor to the very bottom edge of the screen and
watch for it to change to a double-headed arrow. If it does then
press and hold the left mouse button, drag up about a half an inch,
and release the left mouse button.

Good luck
