Windows XP SP2 - Group Policy - Background Image - Machine Desktop Turns White

Hi all,

I have seen only two threads with a similar problem but unfortunately
no solution.

We have an issue with Windows XP Service Pack 2 machines. We have
Group Policy set to push down a background image (bitmap, e.g.
desktopimage.bmp) to machines. On Windows 2000 and Windows XP SP1
machines, there is no problem displaying the image.

On Windows XP Service Pack 2 machines, you see the image flash up on
login, then the background turns white. When you open the Display
control panel, it shows the background image there, but the desktop is
White. The file does exist on the machine and security permissions are
not a problem. Without policies on the machine, it will display the
desktop image without a problem.

We have tested this and removed all of the policies except the one to
push this desktop image down and it is definitely that policy.

We have tested it on a machine with Service Pack 1 - it did not
display the problem - but once we upgraded to Service Pack 2, it began
displaying this issue.

I have not been able to find anything in Microsoft Technet regarding
this issue.

Has anyone else experienced a similar problem?

We are seeing the same issue repeat itself on Windows 2003 servers
(not Windows 2000 though). We are more concerned with the desktops
though.

I would suspect that these machines, in particular, have Active Desktop (web content) enabled on their Desktops. Logged on to the affected user's account, right click the Desktop, select Properties, Desktop, Customize Desktop, Web tab.
