Windows XP shut-down

After pressing the "Turn off Computer" button I get the "turn of computer window" where I can select either "stand by, turn off, or restart". If I wait over about a second to make my selection the background cascades down the whole screen. If I press "cancel" the background returns to normal. If I select any option the computer performs that task, i.e. turn off, restart, etc. It's annoying but doesn't seem to interfere with the selected task. What causes this?
 
Found the answer in a previous letter. Changing the color depth from 16 to 32 cured the problem. In Control Panel select "Appearance and Themes", select box "Change Screen Resolution", in "Diplay Properties" window select "Settings" tab and in the "Change Color Quality" drop-down box select "Highest (32 bit)" and click apply.
