Windows XP Setup Stops Responding (Hangs) During the "Preparing Installation" Phase

I'm trying to upgrade from Windows 98 SE to Windows XP Proffessional
but Windows XP Setup Stops Responding (Hangs) During the "Preparing
Installation" Phase.

I've check the Microsoft Support area where there is an article which
suggests I have to unitstall any anti virus software.

I've done this but get the same problem.

I've had a look in the Microsoft newsgroups and all the messages point
to the article that I had already read.

I've also tried a clean boot and get the same problem

Has anyone any other suggestions as to what I can try to install
Windows XP
