Windows XP Service Pack 2

We have developed a few small programs and have packaged them. A client has
installed one on an eMachine PC with Windows XP Service Pack 2. The program
will not install and gives the message "The office system pack cannot be
installed on this system because it requires Windows NT 4.0 Service Pact 6 or
later."

Does anyone have any suggestions as to why this message would appear? And is
there a solution?

The Office System Pack cannot be installed on this system because it
requires Windows NT 4.0 Service Pack 6 or later.
You may receive error messages when you install an Access 2002 runtime
deployment package on a computer that is running Windows XP SP2 or
Windows Server 2003
