Windows XP Reboots instead of powering off --- Please read, I have tried all the conventional fixes

Sometime in the past 2 weeks One of my XP Pro pc's started Rebooting instead
of powering off. It had been powering off fine for the past year.

I don't have Roxio installed, Event logs show no problem events, I tried
unchecking the "Automatically Restart" box under Startup and Recovery. I
have disabled most things under HKLM.....Run Key, removed all items from
"Startup" folder,. I have not installed any new software in the past few
months. I ran the signature verification tool to make sure that I have
signed files. I checked the BIOS to make sure that anything to do with power
management has not changed. Device manager shows all is well. I ran system
restore to a point back a couple of weeks.

I do keep the PC up to date with all security fixes, Service packs as soon
as they show up. Could one of these "Fixes" have killed something that is
causing this behavior?

Yes, I have looked over several of these sites. A lot of the fixes are for
systems that have never shutdown properly, but I have tried any of the fixes
that seem to apply.
