Is the Windows XP Upgrade Edition bootable?
This seems to be important if I am to run a repair
install after upgrading my motherboard.

All versions of the Windows XP installation CDs are bootable.

1. Open your BIOS and set your CD Drive as the first bootable device.

2. Changing a Motherboard or Moving a Hard Drive with XP Installed

Yes, it is. My retail version is bootable.
Its not possible to determine if a disc is bootable by looking at it
as its in visible to Explorer (and not visible in CMD).
Check the Boot Seq in BIOS is set to CDROM first, insert the CD and
when asked to boot from CD press a key and it should boot.
