Windows XP Professional Screen Saver Won't Work

I have 3D-Text selected as screen saver with 5 minute time out and password
required. Every time I save this setting - it changes back to 60 minutes
with no password required? I've tried updating RegEdit, but with no luck.
Any assistance would be appreciated.

Stand-Alone computer or in a domain?
Problem for all users on the system or just one? (If you only have one -
create another.)
 
I added a new User and the same problem is still occurring on this stand
alone pc. Any way to work around this?
