Windows XP Pro WorkGroup Connection NOT WORKING!!

I am trouble shooting an workgroup issue with two xp Pro systems.
One is a desktop the other a laptop.
They are connected via a router/switch for their internet connetion (linksys)
The laptop is on DHCP the desktop is static IP.
They are in the same workgroup and have alike usernames and passwords.
From the desktop I can see the laptop and connect to it, ping it, mapp drives and share resources, just like I'm supposed to be able to.
From the laptop I CAN ping the desktop... BUT I cannot connect to it in ANY other fashion. When I do a \\desktop from the laptop i get a "incorrect function" error. and when I do a \\desktop from explorer I get a machine cannot be found error.
i can ping it via name or ip address without issue.
 
Are there any error messages in the System event log (use Event Viewer)
after you make an attempt to connect? Look on both machines.

There are no errors in the event log on the desktop machine.

Have you set up shares on the desktop that the laptop can see?

Ok then the following probably won't help but it wouldn't hurt to check it
out. I had all sorts of access problems until I found this (but I did have
event messages).

If you are sure you have set up your accounts and shares correctly but you
still can't access a machine over your LAN and you get either access
permission errors or "Not enough server storage" (or perhaps other
messages?) then his might be worth checking.

Look in the event log on the "server". This might be an ordinary PC in the
case of a home LAN, either way it's the PC hosting the share you are trying
to contact. See if there is an entry telling you the irpstacksize is too
small.

I believe this problems may be due to Norton Antivirus S/W...

Norton have this advisory (long URL may wrap to new line and need repair)

HOWEVER the above only mention the error message being "Not enough server
storage...". I found it can also give access permission errors (something
like "Access denied" or "Insufficient acesss", I can't remember exactly).
These are really confusing to someone trying to set up a home LAN.

Here is what I found...

irpstacksize = 11 (dec) causes access permission errors.

irpstacksize = 13/14 the error changed to "Not enough server storage" or
similar.

irpstacksize = 15 and my network shares now work fine.
 
Wow thank you for your great investigative work. I would have never even thought to look there.
Unfortunately it doesn't solve MY issue at all, or did I miss somthing?
I'm dealing with two windows xp professional machines.
Here's some other things I've found in the event viewer on the laptop though.

Before the million Srv errors there is this error.

A bit more detective work (actually a Google on "Event ID: 8032 +Windows
XP") reveals that it might be a "Browse Master" issue... I'm no expert on
