Windows XP Pro only boots to the wallpaper

I've run all the utilities I have (Norton Win Doctor,
Antivirus, Ad Aware etc.) but my Windows XP Pro only
boots to the wallpaper. No task bar, icons, anything.
Any help?
 
It seems that Windows Explorer is unable to start. The solution of this problem can be the next
1. Insert your original CD with WinXP Pro into CD/DVD drive and set your PC to boot from it
2. Select "Repair existing Windows instalation" by pressing R key when you will be asked to select an action you want to perform
3. Select an istalation which you want to repair by selecting Windows folder. (Setup will automaticaly discover all windows instalations on your computer
4. All other steps are similar to standart WinXP instalation process

Other way is to restore you last good configuration. To do this restart your PC and if only BIOS will finish loading press F8 to enter WindowsXP Boot Menu. In this menu select "Last known good configuration" and continue boot process of your computer with this option
 
I am having the same trouble. If I do this will I lose
all the programs and data on my hard drive? Will it be
like I am starting over?
