Windows XP Pro not completing a startup

One of the family desktop PCs running Windows XP Pro
recently developed a problem where it will not complete a
startup (rebooting while still at the Windows XP
screen). This PC has Nortons Utilities running with
email protection enabled and current virus defs. It is
also loaded with BlackICE as a personal firewall and an
up to date copy of spybot S&D. Additionally, Pest Patrol
is loaded at startup.

I have been able to come up is safe mode and have run an
anti-virus check of the entire disk with nothing found.
I also ran spybot, which found several spyware appletes
and one autorun program all of which I had spybot remove.
None of this has resolved the problem.

A part of Nortons Utiltities is GoBack I have attempted
to to repair the problem with this, but I can not go back
far enough to find a good configuration. Short of
reinstalling the OS does anyone have a viable solution to
this problem. All help will be greatly appreciated.

I have done Repairs before where it is like an install
but all your files are left the same it just repairs
Windows OS.I would use Method 2: Reinstall Windows XP by
Starting Your Computer from the Windows XP CD . First go
into your bios and change Boot Order to CD Rom first and
HDD next. Then proceed..
