Windows XP Pro- Can I Install Over it?

I am having problems with some components in XP Pro not working. This
started after removing several programs using add/delete from the control
panel. I would like to know if I can reinstall over Windows to have it put
files back in that might be missing without loosing my other programs.
Is this possible?

Yes, but you'll need to reinstall all Hotfixes aka Critical Updates and
Service Packs.

You boot from the CD and do a clean install.
