Windows XP Multilingual User Interface, how to get it?

Hi

My company has moved our selfdeveloped software from Windows NT to
Windows XP Professional.
We create our software in Visual C++ (new stuff in C#) and writes both
US English and Norwegian resources, strings and dialogs.
Now we have got a new problem that we did not have on Windows NT.
In English Windows NT we could select language in the "Regional
Settings" and our application displayed the correct dialogs with the
correct language for our texts, english or norwegian dependent of our
customers.

This does not work in Windows XP Professional. If we want english
texts in our selfdeveloped applications we install english XP.
If we want our norwegian text resources to be displayed we install
norwegian Windows XP. (We would like to only maintain one disc image
independent of language).

English Windows XP Professional can be extended with Multilingual User
Interface (MUI) which means that we can install all our computers with
English Windows XP Professional and MUI and configure language
dependent of customer (english/norwegian).

Is it so simple?
How do I get MUI?
What about licensing?
