No. Media Center is XP Pro with media-centric additions. The only different
(aside from that) is that Media Center cannot generally join a domain.

Here are links comparing XP editions:

Changing from Media Center to Pro is considered a *downgrade*, not an
upgrade; a clean install is required. Do you have a need to join a domain?
If not, then there is no reason to change to Pro.

Just as an FYI, some OEMs, notably HP, do ship Media Center with a wide open
set of security settings. I have seen three HP MCEs, two Pavillions and one
of the DVD Player-looking things, where the only ACE on the file system was
Everyone:Full Control throughout. This is purely HP chosing to turn off all
file security settings though. It is NOT intrinsic to Media Center.

Thanks, Jesper. I'm not surprised since MCE is really marketed to home
users. As you say, this isn't an aspect of MCE itself though. Unless the OP
comes back and tells us why he thinks he needs Pro and/or what he's using
the computer for (and so many of OP's don't come back), we'll never know.

BTW, it's great to see you in the groups. You are one of my heroes and I
always read your posts.

Cheers,

Malke

Does Media Edition come with the Group Policy Editor and security templates,
so that any missing security features can be turned back on? Do the support
tools run on it?

Yes.

Yes. Windows XP Media Center Edition (MCE) has everything that Windows XP
Professional has. It has the ability to join domains disabled (although that
can, and frequently is, added back through a simple hack:
http://msmvps.com/blogs/kwsupport/archive/2006/12/22/faster-banana-hack.aspx). MCE also includes some additional multi-media features, obviously.

A lot of people claim that MCE is based on Windows XP Home. This is not
true. Both MCE and Windows XP Tablet PC Edition are based on Professional.
