5 second search on Google brings that:

For those just reading this -- the resolution was:
1) Start/Run gpedit.msc
2) expand Computer Configuration
->Windows Settings
->Security Settings
->Local Policies
->User Rights Assignment
3) find "Allow logon through Terminal Services" (this was blank from Win2k
upg)
4) click "Add Users or Group"
5) add "Adminstrators and "Remote Desktop Users"
- Remeber to click "Object Types" and check off Groups
6) Click OK and OK then close Group Policy
and your DONE!

Thanks Peter. However I'm not able to logon therefore i cannot change
user rights settings and permissions.

That is sad. Do you (or one you trust) have a physical access to that
machine?

Another cause for this message is the target machine's logon is set for
automatic to a local user account. Setting the machine's User Accounts to
require a user name and password to logon will allow a remote desktop
connection to be established.
