restarting after a few seconds or the second I try to start a program. I'm
new to Windows XP... can you tell me what to do?

Stop the automatic restarting so you can get "The Blue Screen of Death"
which will have a Stop Error on it. Then you can look up the Stop Error
at the link below.

Control Panel>System>Advanced>Startup and Recovery>Settings and under
System Failure uncheck "Automatically Restart".

You should also try going into Safe Mode to see if the problem continues
there. If it doesn't, then something you have running in Regular Mode is
causing the problem. It could be a program, process, or bad driver. To
get into Safe Mode, you normally repeatedly tap F8 as the machine is
starting up. You didn't say whether you are using Boot Camp or Parallels
so I'm not sure how this will work for you.

If things work well in Safe Mode, do clean-boot troubleshooting to
determine what is causing the issue in Regular Mode.

If there is no problem on the Mac side you know it isn't a hardware issue.

Given the circumstances is this a better option?

Disable automatic restart on system failure. This should help by
allowing time to write down the STOP code properly. Keep pressing the
F8 key during StartUp and select option - Disable automatic restart on
system failure.

I saw the original post earlier but held back from replying given that
the OP refered to "my mac".

It's exactly what I already told the OP. Look at the first sentence in
my reply to him:

"Stop the automatic restarting so you can get "The Blue Screen of

Stop Error at the link below."

Etc.

So you and I are in complete agreement, there. ;-)

You are misintrepeting what I said.. Put it another way you suggested.

"Control Panel>System>Advanced>Startup and Recovery>Settings and under
System Failure uncheck "Automatically Restart"."

I suggested "Keep pressing the F8 key during StartUp and select
option - Disable automatic restart on system failure."

To implemement your suggestion the user needs to be able access the
Desktop. My suggestion does not require access to the Desktop.

In many situations it makes no difference but there are some where it
does. However, we both know how important it is to know the content of
the Stop Errot message and I just like to increase the chances of
getting it,
