Windows XP Installer Disabled

My grandson tried to install a new HP 1350 Printer/Scanner on his
Gateway computer running XP & SP1. While installing the HP supplied
CD an error window appeared stating :"The Window Installer Service
could not be accessed etc." Went into MyComputer/Manage/Services
& noticed that the the Window Installer was disabled. Also tried to
run MSIEXEC but could not find it on his computer. Is there any way
to enable Window Installer or run some .exe to restore it?
