Windows XP Hotfixes

We have several remote users running Windows XP. Most
users are not Administrators on their local machine. How
can we distribute MS-03-26 (Q823980), or other hotfixes,
to those users if they are not able to install the patch?

You would need to have either them or you logon as an administrator on the
system. Its not possible to apply these fixes without admin rights.
