In my add or remove programs there are 23 windows xp
hotfix programs. What are they for and how did they get
there? Can I remove them without adversly affecting my
computers performance?

They are installed by Windows Update and the vast majority of them plug holes
in Windows Security.

You can remove them if you wish to un-plug the holes.

I would recommend you leave them installed. If you have Update set to
auto-update, they will get re-installed in any case.

Go to Control Panel and open "System". Open "Automatic updates" to see more
info on this subject and how to control the updates.

These are the security (and other) updates to Windows XP that
you've been installing all along.

Remove them at your peril! Doing so will re-expose to you to all
the security issues that they were designed to correct.
