i have a xp home dell ..1 year old
freezed on welcome screen
then blue screen of death
is there anyway i can get in to start restore without
the setup cd

Quite possibly.

Safe Mode may well get you into Windows but unless you know what the problem
is this won't help a lot.

What Stop Code are you getting in your BSOD? This will help us diagnose what
the problem is.

its my Friends Computer....she says error is 0
and logon failed to respond ...i'll see if i can get exact
error code

To start System Restore manually try this. Restart the computer and
repeatedly tap the F8 key until you get to the bootmenu. This is a black
screen with a number of options for starting XP. You will use the arrow keys
and the Enter Key to navigate the menu.

Select the option for Safe Mode with command prompt and press Enter
At the command prompt, type C:\windows\system32\restore\rstrui.exe and press
Enter.

This should put you into the Restore Wizard. Follow the on screen prompts

There can be many reasons why a computer will freeze. This could be hardware
related. Is the computer still under warranty? If so contact Dell.
