I really, really hope that someone out there can help with
this ongoing problem.

It started several months ago, everytime I surfed the net
instead of the window scrolling up or down it moves in
waves. The wave works its way either from the top or bottom
of the screen and you can phisically watch it move. It can
get rather nausius.

If I use the scoll (centre) button on my microsoft optical
mouse - the scroll keeps going for ages. It cannot be stoped.

The following may help:

Applies with both I.E.6 and Mozilla Firefox.
Mouse has been changed (same type)
AMD Athlon processor (1.6)
XP home has been re-installed.

i suspect you need the most up to date driver for your graphics card or
chip. ie. if you have nvidia graphics card and windows is using it's default
driver you may get this effect which should be corrected if you use the
correct nvidia driver.

cool.... if you could turn it on and off that is...

You don't say how much RAM you have, but if it isn't
enough - you will get the waving action.
