WINDOWS XP HOME WON'T START OR CLOSE

Computer locked up - I shut down. Now whenever I try to open (start windows) it sticks on the windows page with the processing bar; forever. I power down - comes to to list which includes Safe Mode. I have done many system restores. No luck. When I close out of Safe Mode it sticks on the windows page "Windows is shutting down" forever. I have to power down to close..... help please
