Windows XP Home, Task Bar Icon lables behind task bar

We have just clean loaded Windows XP home, SP1, onto a
Dell 8100. In working with the task bar properties we now
have the system icon labels, the labels that display when
the mouse pointer is placed over the icons at the right
side of the task bar, displaying behind the task bar and
about 80% hidden behind the task bar.

What has caused this and how do we correct it?

It's a well known bug in XP. Rebooting will often times rectify it
until the next time. Otherwise no known solution.
