Windows XP Home Edition and User Administration

Is there a way with XP Home Edition to allow a user
to "logon as a service"? When I do what everybody says
(go to Computer Configuration...), I cant find the Local
Policies\User Rights Assignment stuff. Is this something
I can download for XP Home Edition? Please don't tell me
I need to purchase XP Pro!

This doesn't really fall into the category of something that the average
home user would be doing so that's why it was likely stripped from XP
Home...

You can try doing it with this way:

Home though
