Windows XP Home DHCP

I have a computer I am trying to repair, Windows XP Home
with an embedded NIC. Windows shows the NIC and a 1394
network connection. When I do an ipconfig /release the
embedded NIC reverts to APIPA, never completes a DHCP
request either. Any other computer I put on that network
port works fine. Disabling the embedded NIC and the 1394
connection, and installing a brand new PCI NIC has same
results for the new PCI NIC. I can't remember what the
inability to complete the /release (address results to
0.0.0.0) means in locating my problem's source.

It means that the NIC can't communicate with the DHCP server for some
reason. Here are some possible solutions:
