Windows XP (Home) and Installing a system

Somebody has given me a CD with a system which I am trying to install. As the
only user of my PC, I do not have any special security (I am classed as the
System Administrator).
Each time I try I get the message "The System Administrator has set policies
to prevent this installation".
What should I change to prevent this happening?
 
That indicates Group Policy type restrictions. If the operating system is XP
Pro, gpedit.msc can be used to edit local Group Policy but that is rather
intimidating for those that have never tried it before. There could also be
third party applications or malware causing the restrictions. If you are
using XP Home boot into Safe Mode and logon as the local administrator to
see if that makes any difference or not. It may also help to look in the
logs via Event Viewer to see if any error/warning message is recorded at the
time the installation is denied that may have helpful information. ---
