windows xp help programs not responding

i am having a problem with windows xp.. i can be using it and everything is fine and then i will click on internet explorer and i will get the hourglass for about 5 seconds then nothing. after that nothing will respond i have even tried hitting ctrl alt del but my task manager will not come up. if i try to restart my computer it will say programs are not responding and will not close down.
